Structural Grace assisted in creating the Design Concept Report and prepared the Structure Selection Report for the replacement bridge over the Union Pacific Railroad as part of the original project limits from Valencia to I-10. During this phase Structural Grace assisted the roadway engineer in determining constructible span arrangements, structure depth, and adequate horizontal and vertical clearances as well as estimated construction costs. The structure selection report presented structure concepts and the recommended structure type for the new bridge that will carry Houghton Road over the UPRR. The UPRR approved the conceptual design.

Prior to the final completion of the Design Concept Report, the project was subdivided into the current limits (approximately 300 feet south of Mary Ann Cleveland Way to a point approximately 1000 feet south of the Houghton Road Bridge over the Union Pacific Railroad). Structural Grace assumed the role of prime consultant performing the final design of this three-span pre-cast AASHTO Girder bridge and overseeing the subconsultants work associated with the completion of the Environmental Assessment, Design Concept Report, and final roadway geometric design. With City of Tucson as the owner of the project and Pima County Department of Transportation handling day-to-day project oversight, aspects of project management were unique, particularly in executing the extensive coordination between the municipalities, adjacent private property owners, subconsultant roadway engineers, geotechnical engineer, and the Union Pacific Railroad.
